Scope of work
 
The individual hired as an Information Management Expert and Territorial Liaison will be responsible for facilitating coordination between 3iS, local communities, and institutional stakeholders in the upper Putumayo River basin. This role supports the territorial implementation of the articulation, communication, and information-use model for hydrometeorological risk management.

Service delivery will focus on connecting the project's technical components with the territory, ensuring that tools, information flows, and capacity-building processes are relevant, understandable, and usable by both community and institutional actors. The Territorial Liaison will contribute to building trust, promoting community participation, and strengthening the links between local knowledge and the technical information produced by the project.

Responsibilities include supporting the implementation of information management and communication tools (including platforms and flows associated with ANTICIPA), assisting with community training and appropriation processes, gathering feedback from the field, and generating qualitative inputs to evaluate the pilot's effectiveness and support its scaling.

The Territorial Liaison will work under the supervision of the Project Coordinator, maintaining fluid communication with the technical team (GIS, analysis, and training), and will act as the territorial focal point for coordination with community leadership, local authorities, Municipal Risk Management Councils, and other key regional stakeholders.
